samba won't authenticate win98?

what could i be doing wrong? with security=share, win98(se) can only get into public services, and with security=user, win98 can't get into anything. redhat7.1.2 auth options were all defaulted at install, and identical usernames and passwords were entered in redhat and win98, yet win98 always complains "The password is incorrect. Try again." when attempting to connect to any redhat share. attempts to map to \\server\service%username fail the same way. winNT4.0 gets in with no problem.

my smb.conf:
[global]
   server string = Data Cable Samba Server
   workgroup = workgroup
   log file = /var/log/samba/%m.log
   max log size = 0
   security = user
   ssl CA certFile = /usr/share/ssl/certs/ca-bundle.crt
   socket options = TCP_NODELAY SO_RCVBUF=8192 SO_SNDBUF=8192
   dns proxy = no
   writeable=yes

[temp]
   comment= Temporary space (erased after 10 days)
   path= /v/temp
   public=yes

[homes]
   comment = Home Directory
   path= /v/h/homes/%S
   browseable=no
