samba won't authenticate win98?

what could i be doing wrong? with security=share, win98(se) can only get
into public services, and with security=user, win98 can't get into
anything. redhat7.1.2 auth options were all defaulted at install, and
identical usernames and passwords were entered in redhat and win98, yet
win98 always complains "The password is incorrect. Try again." when
attempting to connect to any redhat share. attempts to map to
\\server\service%username fail the same way. winNT4.0 gets in with no problem.
my smb.conf:
[global]
server string = Data Cable Samba Server

max log size = 0
security = user
ssl CA certFile = /usr/share/ssl/certs/ca-bundle.crt
