rpm - name of db storing installed info

Okay,
  RPM has me bugged.  Installed packages are reported as uninstalled.  I
want to rebuild the database and be sure that it is rebuilt.  I have
considered rm'ing /var/lib/rpm/Packages and then 'rpm --initdb' but that
seems a bit risky.  It does not seem that 'rpm --rebuilddb' is doing
anything however.

  Suggestions as to the fix requested.
  RPM 4.0.2-8 installed on updated RH7.1
