ARIN in the US.  Aside from that do a traceroute backwards and see who owns
the last recognizable IP.  Remember that these may be spoofed though since
they do not require a reply.

My web server is under DOS attack
I get about 20 hits/second from 44000 different IPs
many of them do not have reverse DNS entries 

How can I find out the subnet owners ?
