Do you _know_ or just _think_ that you are running dhcpcd?
Each time the ifup and ifdown scripts tries to use pump first. So your
efforts may be thwarted by the fact that you are running pump instead. You
can also check to see if you have an ifdown-local script in /sbin. If
something created/added to that file it may have undesired effects.
