Telnet disabled by default

I just installed RH7.1 selecting no firewall. Network access from the machine
is fine, but I cannot telnet to it at all. This is the first time I've ever
installed Linux and have not been able to telnet right away. You would think
that selecting no firewall would allow telnet, ftp and other services like
you've always been able to. Why has this changed??
I try to start the telnet service from linuxconf, but it will not start. What
is up with this? What do I need to do to get it to work?
