Just a wild guess would be that SO doesn't like ther permissions/ownership
it's seeing and refuses to open the file. Try copying it keeping
permissions and ownership intact and see if it will work:

cp -a /<dir_to_file>/<filename> ./

Or ~ will work in place of ./ if not in the home directory.

If that turns out to be it, I don't know how that can be changed. But, at
least you'll know why. If that turns out not to be it, I DID say it was a
wild guess.
