Netscape does not start on command line

I am using Redhat 7.1, with KDE 2.1.1 as the desktop. I have a netscape
icon on the panel, and clicking it starts netscape navigator. However, if I
try to start netscape from the command line:
$ netscape -remote "openURL(http://cr.yp.to, new-window)"
netscape-navigator: root window has no children on display :0.0
It won't start, and gives me that error. So similarly, I cannot start
Netscape from any scripts. In particular, the new clipboard of KDE can open
a URL if I highlight it in a window; while it can open the URL with
Konqueror, it won't open it with netscape. Any idea what is wrong here?
