Look at /etc/security/limits.conf and the pam_limits.so module.  There's an
item 'maxlogins' that does what you want.  The example config file is fairly
informative and there is some more information under the /usr/share/doc/pam*
about it.  (/usr/share may just be /usr on older RH installs).
