Since Redhat 7.0 you have xinetd instead of inetd. So look for
xinetd.conf instead of inetd.conf.

By default the services are disabled.
Open the file for telnet and ftp and set

3/ When installation, I selected ip forward. but I don't know how do I
configure it
Check out the documentation on Netfilter and IPtables (kernel 2.4.x uses
IPtables). You can find a downloadable doc on IPtables on freshmeat.net.
one NIC is eth0 run DHCP
one NIC is eth1 run internal IP.
Please teach me, and give documentation to me.
