Since Redhat 7.0 you have xinetd instead of inetd. So look for 
xinetd.conf instead of inetd.conf.
Also the configuration here is slightly different. Perform the folowing:
*cd /etc/xinetd.d
*In this folder you will find files for services like telnet, ftp etc.
By default the services are disabled.
Open the file for telnet and ftp and set
*disable=no

*Then restart xinetd. Your services will be working.*

Check out the documentation on Netfilter and IPtables (kernel 2.4.x uses 
IPtables). You can find a downloadable doc on IPtables on freshmeat.net.
