Maybe the directories are there. Doesn't mean they're filled with
anything.

Maybe they want to wait until all mirrors are ready so some don't get
overloaded and people don't have an alternative.

Maybe the sites didn't all have it mirrored until later in the week, and
given that it's been a tradition to release on a Monday, they went with
tradition. 

Maybe they're trying to get a few more last-minute fixes into the
distro.

Maybe they like watching people squirm around in their seats like a
schoolkid that has to pee and can't get teacher's attention.

Maybe there are dozens of other reasons that I haven't thought of that
are even more valid.
