Runlevel 1 is single-user mode that is used for system maintenance as well
as rescue mode, right? It is configured to just have the root user using
the system. You would drop into this mode to do things, typically with the
disks, where you don't want users causing trouble.
There are many good explanations of runlevels in various texts, usually in
the context of "system initialization". You can find some here:

No one has mentioned runlevel 4. I believe it is (usually) unused.
