About the only way I can see getting around it in this case would be to
redo the PAM login stack so that you get the password change as part of
that process.  Then you could pass the password used to login.  I am not
sure, but I think passwd is being run by login because of the expired
password.  (I have been looking at this, but I am not sure I understand
all the PAM stuff yet...)
