Help Squid won't start!!

[Linux <linux dounsix co nz>]

Hello

 

I am unable to start squid on a RH7.1 server. I looked through the cache  log and found an error as outlined in red below. Don't tell me that unsrescores are bad news for squid but work everywhere on the system.  Any ideas?
