IF the remote users are on Linux/UNIX boxes, they can either mount the
server using NFS or simply connect to the xdm running on the server as an
Xterminal. The first option requires a decently fast client while the
second requires a fast network but can run on a slow client.

If the remote users are on Winboxes, you can still use them as Xterminals
by installing Cygwin/XFree86 <http://sources.redhat.com/cygwin/xfree/>.
This set of packages gives you a subset of a GNU/POSIX environment on a
Windows box. It's good enough to run a ported version of XFree86. It works
well and it's free. You don't have to buy VNC licenses or install special
software on the server. You just ahve to configure the server to accept
incoming XDMCP connections. This is generally just a change in
/etc/X11/gdm/gdm.conf, or /etc/X11/xdm/xdm.config, or whatever file
controls this setting for kdm.
