I jumped off the deep end thinking it was shallow. The progam listed is
for 'Doze and is _NOT_ the one that I was thinking of.
The one I was originally thinking of is here:

It's called ico2xpm and it only works ico->xpm.
To do it the other way (I've never tried this) netpbm claims it can do
some conversions that would get you there. You could create a bmp file
(or use one of the convertors to make it bmp after creating something
else, like xpm), use bmptoppm to make it a ppm file, then use
ppmtowinicon to make it compatible with 'Doze (i.e. IE5).
There might be a faster/easier way. I did a quick reading of the manpage
and that was what I gathered from it. There may even be other programs
that I'm unaware of. Possibly even a way to hack ico2xpm and make it go
the other way.
Sorry for the initial misleading information. Maybe the current
misleading information will help to make up for it.
