telnet server

I'm trying to set up telnet-server on my machine and don't really know
what to do.  I've installed both telnet and telnet-server.  I've tried
both telnet into both the local machine (localhost.localdomain) and my
inet address I see when I run ifconfig.

Neither works.  The result is the same:

> telnet xxx.xx.xx.xx:
Trying xxx.xx.xx.xx...
telnet: Unable to connect to remote host: Connection refused


What am I missing?
