Did you enable telnet?
If you're running RH 6.x or lower, you'll need to make sure that telnet is
enabled in your inetd.conf file, and restart inetd.
If you're running RH 7.x, you'll need to run "chkconfig telnet on" and
then "service xinetd reload".
