  There are various ways to do this, but the best is to go the
other way round.  Restrict all in hosts.deny with ALL:ALL & allow
only those you want in hosts.allow.  Check the docs, they'll help
you figure it out.  Just be prepared for lots of comparison with
various Web pages on wrappers.  It took me a lot of experimenting
till I finally found the right combo which works properly.
