Where's the panel gone & user permissions?

Hi all,

I've installed rh7.3 (server) on an old p1233 machine.

If I log in as a normal user and startx, I see the gnome interface with
panel, but when logging in as root, the panel is missing...can I please
ask...

- where can I check for any errors that occurred during loading of gnome?
- where are the config files for the desktop?
- what is required to be in the config file for the panel to load?
