Well one way would be to link their public_html directory to say 
/var/www/html/2003 and so on, I don't know how safe that would be but I don't 
expect issues though. Or you can do a script alias take a look at Apache's docs 
for the exact syntax but I guess it would be something like:

ScriptAlias  johndoe  /home/johndoe/public_html/

If you decide to do the above you will be doing this for all the users you have 
I would think.
