Hi,
Ok, I would say Apache is the way to go, it hosts more sites than any
other server, it can hosts PHP, and other stuff.
The only reason you would like to go for any microsoft product is easy
of use (and the easy of falling into trouble). Secondly you have a
complete microsoft workspace, like office with frontpage so that you
just need to publish it directly, and other stuff. I I recollect, I have read in the documentation that the IIS and PWS
are for intranet and are not suggected for internet, now when Microsoft
own docs say that then you really need to reconsider.

My friend says that Microsoft has a bunch of scripts that can be run to enable different security features and lock down IIS making it secure.
Why isn't these options good enough?
Wow.
You can't trust MS, but you can at least review Apache code (or find someone you trust who can). When were they ever good at anything related to security? Why would anyone outside a mental institute, think they could? Save the expense of buying K-Y jelly as an added bonus.
