Handshake problem with terminals attached to RedHat box

I am using a Digi AccelePort Xem controller card with 2 16 port em
concentrators. I am having handshake problems. I have everything set
to XON/XOFF and if for example I do the following "cat /etc/termcap"
and test by doing a ctrl s and ctrl q, the scrolling of information
does not always stop. Meaning I can hit ctrl s and the host is still
sending data to the terminal. But at other times, the ctrl s will work.

I even attached the terminal to ttyS0 and  the same thing is happening.

Anyone have a clue to what is going on here???
