Problems with logwatch detail

Folks - I've just set up a Red Hat 8 box and I can't seem to get
logwatch to report the info I'm looking for.  The configuration is the
same as a 7.0 box that I have running, however, I only get the following
section:

   ---------------- Connections (secure-log) Begin ------------------- 
    Connections:
    Service pop3:
		IPs connecting and nubmer of times

Nothing else.  The logwatch.conf file has "Detail = High" and  "Service
= All" but all I get is the secure-log info.

What am I missing?
