I have to start it individually, by user. I never figured out how to do it from the system because I didn't need to. I only needed it run for one user, and a single script took care of that. Here's what I use to get it started:
#!/bin/bash
/usr/bin/vncserver -kill :3 > /dev/null 2>&1
/usr/bin/vncserver :3 -geometry 1024x768 -depth 24
The -kill option is used in case I logout and back in. I run it in my startup script for Xwindows, though there are a lot of other places that it could be done.
Always works for me.

Here's what mine looks like, running icewm:
#!/bin/sh
xrdb $HOME/.Xresources
xsetroot -solid grey
#xterm -geometry 80x24+10+10 -ls -title "$VNCDESKTOP Desktop" &
gkrellm &
chbg -scenario /home/kcsmart/.vnc/chbg &
icewm &
I have it starting gkrellm and chbg as well as icewm. Works fine on this as well.
