DHCP server listing



Basically my question is this:  
Is there a simple way to list DHCP servers on a given network without
scanning?
AND
How do I query it?

The details:  I would like to take control (with authorization silly) of
DHCP on my local network.  I am sick of people playing with things at corp.
To give you an idea, they are trying to force us to DHCP on all our
workstations because "What if we change the DNS server IPs?".  I would like
to setup a DHCP server with a DNS server using an external Internet DNS
server for 'upstream'.  To satisfy corp. I would like to use their servers
as second or third.  In order to do that I need to find the DHCP server
across a router (NATed), get the DNS server address info from it and update
my server.  We do have some internal host names for sites, so they kind of
have leverage on me.
