Shutting down ppp link

I would like to allow any user to shut down my ppp0 connecting.
Currently I have a ppp-off script (standard one with the 7.3 distribution)
and it kills the process, but it won't kill the ppp process unless the
owner executes the ppp-off script. I have tried setting 'chmod +s
ppp-off' and that doesn't work.
Any ideas?
