The short is you can't guarantee the results. whois will tell you where the
domain is registered from, but you can't tell where the user is. For
example, look at hp.com address - you can't tell if the person is in the US
where the domain is registered, or in an office in Europe or Asia. You
can't tell from my work IP address if you're in my local office or our Paris
office.
There are commercial applications that will do better than this, but you
need some knowledge of private networks like ours and big networks like AOL.
