If you really, really need to connect via telnet (only reason I can
think of is your using win machine and cant load a ssh client)
you also need to edit /tec/xinetd.d/telnetd and set disabled to no
(there are other useful options there as well.
Also may be an idea to edit hosts.allow to restrict who can access
the box at all
