Bandwidth Metering and Throttling

Hi all,
Is there a quick-n-simple way (using 'iptables'
perhaps) to record the amount of network traffic
heading into and out of a given network interface
(say, ETH0)?
Also, is there a means to throttle bandwidth, i.e., to
make sure that irrelevent of the speed of the Internet
connection, you can gaurentee the server will not use
more than 512Kbs at any given time?
These would be very helpful for us to determine costs
for a Linux colocated server.
