Use mozilla. It has a 'composer' that can generate html page. It's pretty 
much customizable, as you can add more attribut to the HTML tag. In my 
opinion, it's the best Editor (and browser, of course) out there. 

Download from www.mozilla.org. Mozilla 1.00RC1 is there, and so far it's 
stable (has not crashed on me).
