Look in /etc/xinetd.d.
All true, and good advice if *ftp* service is required. If you instead
wish to transfer files more generically, investigate "scp". The login
credentials and the files themselves are encrypted this way.
If you're wanting to move files from a Windows box, my favorite tools
are WinScp (at www.winscp.org) and putty (at
http://www.chiark.greenend.org.uk/~sgtatham/putty/)
