Need Confirmation - Is it not possible to use redhat-config-packages over NFS?

I have Googled, I have scoured redhat-list... cannot find a firm yes or
no on whether or not this is possible.
I have an NFS server:
linux1.myorg.notpublic.com:/var/ftp/pub
Where the contents of the 3 Psyche disks were copied, and not
overwriting the original #1 disks TRANS.TBLS
The RedHat directory obviously lives under /var/ftp/pub/RedHat
I created a ks.cfg for boot floppy and can now do an unattended install
of a barebone server. However, the entire idea is so that this can be
done remotely (100Mbs LAN) w/o needing to touch the machine excepting
the boot floppy usage. After rebooting to the fresh new server, the
prospective server admin would now like to customize his/her install via
telnet (the only service installed on the barebones server; that's the
whole idea, to not install HTTP, FTP, etc etc. until afterwords.)
I would like them to be able to do the following:
[root newserver root]# mkdir /mnt/server1
[root newserver root]# mount linux1.myorg.notpublic.com:/var/ftp/pub
/mnt/server1
[root newserver root]# redhat-config-packages -t=/mnt/server1
Seems about as straight forward as anyone could ask or hope for, except
that I receive "Installation path not found" "The path=/mnt/server1 does
not look to be a valid installation source." I have read everything I
can find, and the only note I have found so far was that the ability to
use NFS, FTP and HTTP for install is obviously valid, however "loopback"
to the mounted NFS directory is not supported for the RedHat package
manager.
Can someone please confirm this, OR can someone please post HOWTO use
NFS w/ redhat-config-packages.
