Not quite what you want. But IceWM uses the windoze key to access the
menu. I combined it with 'xbindkeys' (found on freshmeat) to give me
some hotkeys. If you read up on it, you can figure out how to manually
set keys in IceWM as well.

There are configuration tools for IcEWM, but they haven't been working
for me since python was updated (keep failing on loading module "gtk" or
something).

I use it all of the time. I started back when I had a really slow
machine because it was a lot lighter than what comes with Redhat's
releases (it used to come with it as well). I stayed with it because
it's still faster and lighter than the others, and I can make it do what
I want, including running KDE and Gnome apps.
