Network problem

I just installed RH Linux 7.1 without any problems
My network card was discovered and the system is up OK.
After I finished the install, I installed qpopper4.0.4 without a problem
(www.qpopper.org)
I can telnet on port 110 and get the qpopper server
However, sendmail, ftp, and telnet won't respond (I get a connection
refused)
There is no firewall on this machine. I did an ipchains -L and
everything is wide open.
I looked in /sysconfig for an iptables file, none exists. According to
S08iptables, if no config file exits,
it exits without running.
Sendmail is running because I can do a mail to another machine without a
problem.
What do I have to change to make the machine especially sendmail and
telnet and ftp available to other machines on the network?
