Adding menu items in Bluecurve

Hi all,
  Installed RH 8 with all updates etc.
  I am following the instructions to add an application to the menu.  I do 
the following:

	
	Nautilus window:  Go->Start Here
			  Select "Applications"
			  Select "Programming"
			  Select "New Folder"
			  At this poing I receive the error:
			Error: "unsupported operation" creating new folder

So how am I to add a new mmenu item to the main menu?

No other documentation at Gnome.org or RH site that I can find.
