ok, sorry, I might be messing you up a bit. after this step just do:

/etc/init.d/xinetd restart 

(which does that HUP thing I explained earlier)

just to make sure xinetd re-reads that telnet, etc. should now be on....

sorry, I don't want to steer you in 30 different directions. So, re-cap just 
for fun:

chkconfig xinetd on
chkconfig telnet on
/etc/init.d/xinetd restart
