pkgconfig > 0.14 ?

Hello, 

pkgconfig 0.15 is out since 21 January 2003, and I still don't see it on
rawhide. 

I need some of the new functionalities included in pkgconfig 0.15, and
for cross-distributions compatibility, I'd like to be sure Redhat will
include pkgconfig 0.15 in rawhide someday soon.

Sure I can compile it myself (what I did), but does anyone know the
reason it's still not included in rawhide ? Is there any known problems
?
