Have you looked at Fvwm95? It contains a few hacks to make Fvwm quite
Windows95-like. I don't really know if it's close enough for your users,
the only thing I can tell you is that they'll easily be able to tell
that it's not the real thing. But if you can tell them that it's not
Windows, but it acts just like it, perhaps that will be good enough. The
page for it appears to be down, so you're just going to have to google
for it.
