Start the package tool like this:

  redhat-config-packages -t /mnt/server1
or:
  redhat-config-packages --tree=/mnt/server1
or:
  redhat-config-packages --tree /mnt/server1

where /mnt/server1 contains the sub-directories RedHat/base and
RedHat/RPMS and so on.
