hosts.allow problems

Subject: hosts.allow problems

My /etc/hosts.deny file is no longer denying access to my system, it's contents are:

ALL:ALL

my /etc/hosts.allow file is:

ALL:192.168.0.
ALL:127.0.0.1

I run a redhat 8.0 system and it was working about a month and a half ago. Any
suggestions on what's going on?
