The authentication can be handled via pam and custom configuration
of the pam stack for ftp. You will need a pam_radius module that
I don't think is shipped in Red Hat Linux anymore, but you can find
one if you search around.
Loadbalancing and replication are two entirelt different issues. I can
think of several ways to do such a thing, but it depends on the ammount
of money you want to spend and how elaborate you want to get.
I really recommend that you do some serious research here and work out the
best solution given your contraints and requirements for yourself.
