RH8: wtf do I find APXS ???

Hi y'all
Totally newbie here, and totally dumbfound by the way program files are
spread all over the system when installed....
I'm running with a standard RH8 server install, and am trying bump the PHP
up to 4.2.3, which I need for compatibility reasons, but when trying to
configure the make files, I'm running into the little problem of finding the
path to apxs...
The build instructs for PHP that I go by, says to write:
./configure --with-mysql=/[path to mysql] --with-apxs=/[path to apxs]
Now I've found the MySQL, but be darned if I can find the apxs ...
using "find / -name apxs*" revealed nada, other than it found the apxs files
in the Apache 1.3.27 source I dl'ed ...
Again according to the build 'strucs I go by, apxs is needed to run PHP as
DSO ... so where do I find this thing ???
Or would I have to build Apache myself, just to get it to actually park this
file in a folder where it can actually be found ???

Simply can't see the benefit of spreading the bins across several folders,
have several more symlinks to same folders, and then leaving the use with a
total mess of figuring out where everything went upon installation ... If
Linux is ever to make it into the common workstation scene, it really needs
to be cleaned up folder wise ... otherwise it will be completely impossible
for unnixed peeps to maintain ...
