Check /etc/securetty -- ensure that the terminal from which you are logging 
in is listed there.
(i.e. pts/0, pts/1, etc.)

Note:  You *probably* don't want to allow remote root login from 
telnet.  First of all, telnet is an insecure protocol, passwords (and all 
traffic) can be sniffed from the network.  Second, it's a better idea to 
create a separate user (say, "sysop"), and then do an "su -" once logged in 
to gain root privileges.

Have you looked into using SSH?  There are two open source versions, and 
RedHat 9 comes with openssh.  SSH is a much more secure protocol, and with 
SSH, you *can* log in as root and feel much safer, to some extent.
