Tried this

$IPTABLES -A OUTPUT -d any/0 -p tcp --source-port 113 -m state --state 
NEW,ESTABLISHED,RELATED -j ACCEPT

still lags on connect and send.. grrrr
which I new which rpm caused the problem I would remove.
