That's not going to ask for a usrname and passwd.
You'll a need .htaccess file in that dir with the right info.
And a .htpasswd file with user names and passwd's.
AuthType Basic
AuthName "Secure area"
AuthUserFile /.htpasswd
require valid-user

yeah I did stop and start the server.
this is the entry that I have put in my httpd.conf
