You have to set it up: 

   cd /etc/tripwire
   vi twpol.txt   # customize for your system, use your preferred editor
   ./twinstall.sh
   tripwire -m i

You'll probably have to tweak it a bit to eliminate error messages about 
missing files:

   cd /etc/tripwire
   vi twpol.txt
   tripwire -m p twpol.txt
