Do you mean : "dial on demand"???

If you mean if you may surf the net through Win98 ICS the answer is yes, 
you have to set the Gateway to 192.168.0.1 and DNS as primary PC.
Anyway, for safety reasons, I suggest to surf the net with RH9 as 
gateway with attached modem to the net after proper setting of firewall 
and NAT.
