Ethtool setting is not affected in Liunx 8.0

Hi,
My system is Linux red hat 8.0. I ahve installed Ethtool1.8.
I cann't change the ethtool setting( I mean this has a features to change the seeting for eth0 card). And I am another changes for SIOCETHTOOL

#define SIOCETHTOOL 0x8947 --This will give other option except -i

//#define SIOCETHTOOL 0x8946 ---Using we can get details about -i option only

[root sip7 ethtool-1.8]# ./ethtool -A eth0 rx off
rx unmodified, ignoring
no pause parameters changed, aborting

This Urgent!!!!!!!!!!!!!!!!
