glib / glib-config ??

Hi...
I had a question ( newbie type...I guess ) with respect to glib and
glib-config. I am trying to install a patch, that uses 'glib-config' in
its Makefile. And I get an error saying, 'glib-config' not found. I think
its not locating the glib.h include files either. I am running a RH 9
distro with kernel 2.4.20 . Here is the makefile and other info :
1. Output of rpm -q glib:
-> glib-1.2.10-10
2.locate glib-config : returns nothing
3. Makefile that is being used :
-x-x-x
INSTDIR = /usr/local/bin
INSTALL = /usr/bin/install
GLIB_INC := $(shell glib-config --cflags)
GLIB_LIB := $(shell glib-config --libs)
CC := gcc -02 -Wall
#CC := gcc -g -Wall
EXECUTABLES = ......( list of files here )
BINARIES = ......( list of files here )
build : $(BINARIES)
install : build
$(INSTALL) $(EXECUTABLES) $(INSTDIR)
clean :
/bin/rm/ $(BINARIES)
uninstall :
cd $(INSTDIR) && /bin/rm $(EXECUTABLES)
pH-tide : pH-tide.c
$(CC) -lm $(GLIB_INC) $(GLIB_LIB) pH-tide.c -o pH-tide
-x-x-x
The make fails for pH-tide.c which seems to be using the glib stuff.
I am not sure what other info to provide here, though have a feeling, the
above is insufficient. Please let me know what is going on here and what
do I need to do. I have been trying to google around for info, but Im not
getting much out of it.
