| Right there in the useradd manpage:

|        -M     The user home directory will not be created, even if the  system
|               wide settings from /etc/login.defs is to create home dirs.

Of course, you may want to make the homedir later.
Handy, for example, for putting in a .procmailrc to process email to
that user, etc.
